Established on March 2, 1966 through a bilateral agreement between the Republic of the Philippines and the Kingdom of the Netherlands, the UP Institute for Small-Scale Industries (ISSI) was originally set up as the training institute for the Philippine small industries. On Aug. 4, 1969, the Institute was established through Republic Act No. 6041 as a research and extension unit of the University of the Philippines. The institute gradually built up its capabilities and expanded its activities to include research, extension, and information programs. The major aim of the institute, according to RA 6041 are the following: to train competent people up to a level where they will be able to assist existing small-scale industries to increase productivity and to promote and develop new ones; provide consultancy and extension services to existing small-scale and medium-sized industries; conduct research on plant operations and make the result of such research available to interested parties, and the assumption of leadership in overcoming the various problems of small-scale and medium-sized industries needing the advice, simulation and assistance of consultants.

The UP Law Center is the research and education arm of the UP Law Complex. It was established through Republic Act No. 3870 in June 16, 1969 and has various programs that carry the law to the wider public in fulfillment of its mandate to raise the legal literacy level of the Filipinos. The center is composed of five institutes created in 1989: the Institute of Government and Law Reform; the Institute of Human Rights; the Institute of International Legal Studies; the Institute for the Administration of Justice; and the Institute for Maritime Affairs and Law of the Seas. The center is also headed by the Dean of the UP College of Law.

Serving as the research and extension arm of the UP College of Engineering, the UP National Engineering Center (UP NEC) was established on Jan. 27, 1978 by the virtue of Presidential Decree 1295. The UP NEC is mandated to provide experts to whom public and private entities may turn to for assistance in the solution of engineering problems and to develop technologies that utilize local resources that are adapted to the needs of a developing country.
The UP NEC offers three main services namely Training, Advisory, and Information. Training includes regular training programs, certification programs, and customized training programs. Advisory covers technical consultancies and research projects. Information oversees the dissemination of Research and Development activities through publications, technical bulletins, and public fora.

Established on June 26, 1997 during the 1149th meeting of the Board of Regents, the UP National Institute for Science and Mathematics Education Development (NISMED) is a research unit and an extension arm of the 鶹AV College of Education with an agenda of raising the level of teaching and learning of science and mathematics in the Philippines Educational System. Most of the institute’s projects have national or regional significance except for the Collaborative Lesson Research and Development Project, which is funded by NISMED for four specific schools in the National Capital Region. Even as NISMED actively initiates collaboration with teachers in schools and eagerly seizes opportunities to assist individual schools whether public or private, at the district, division, city, regional, and national levels. NISMED also responds to urgent needs of schools requesting its services in terms of upgrading teachers’ capabilities, improving their science and Information Communication and Technology laboratories, and conducting advocacy activities to generate students’ interest in science and mathematics.

Created on May 13, 1974 by “Creating the Philippine Center for Economic Development,” PCED provides “financial and moral support to the research, teaching, training and other programs of the School of Economics of the University of the Philippines.” PCED supports the activities of the school such as undertake research work and studies oriented towards national policy and the needs of national development in the field of economics; conduct training programs; serve as the medium for multi-disciplinary studies and investigations and the interchange of various knowledge from other disciplines; and, publish the results of research.
